SUMMARY: Works with NAM member companies to develop NAM positions on tax policy issues and advocates these positions with members of Congress, Congressional staff, administration officials and the press. Performs other duties that advance the work of the department and the association, including related research projects, new media and member outreach.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific responsibilities include:

Identify tax issues affecting U.S. manufacturers and U.S. global manufacturing competitiveness and develop NAM's positions, working with NAM members, particularly the NAM's Tax Subcommittee and its various task forces. Provide staff support for this policy structure, and work with the policy structure to frame positions and construct advocacy campaigns.

Coordinate, direct and participate in lobbying activities with NAM members on tax policy issues; meet with Congressional members, staff and Administration officials to identify, discuss and resolve policy issues.

Develop, direct and work with coalitions of other industry groups and companies as part of policy advocacy campaigns. Manage and provide staff support for coalitions as appropriate.

Contact regulatory agencies and testify at public hearings, Congressional sessions and member involvement activities to enlist support for members' interests. Prepare written reports, lobbying materials, letters, analyses and statements on major tax policy issues for distribution to Congress, the Administration, NAM members and the press; develop and write communications to NAM members on tax policy issues and NAM initiatives.

Respond to member company requests, questions and concerns; assist field and national division staff with member requests.

Assist in planning and coordinating meetings and conferences with NAM members and with congressional groups or government agencies.

Maintain and expand knowledge of and expertise in tax and economic policy issues.

Other duties may be assigned, as needed.

TYPE AND NATURE OF CONTACTS

Within the NAM: Work closely both with other members of the tax department as well as NAM staff in other policy departments, public affairs, communications and government affairs. Assist field and national division staff members.

External to the NAM: Work closely with representatives from NAM member companies, members of Congress and congressional staff, Administration officials and staff and representatives from other business and trade association groups.

SUPERVISORY RESPONSIBILITIES

Supervisory responsibilities include shared administrative support.

Job Description

Genentech Government Affairs' Public Policy and Reimbursement team is seeking a qualified policy manager/senior policy manager candidate to monitor and analyze numerous public payer activities and trends, including coverage, coding, and payment policies at the national level for both Medicare and Medicaid. Specifically, the policy manager/senior policy manager will help recognize, assess, and communicate key policy issues that may impact Genentech and the biotechnology industry in both the short- and long-term to key internal and external stakeholders. Qualifications
A BA or BS is required; a graduate degree (MS, MPH, MPP, JD or MBA) is strongly preferred.
Qualified candidates should have a minimum of 8 years of relevant post-college healthcare policy experience (examples include key government agencies such as HHS, CMS, CBO, OMB, or FDA; Congress; healthcare consulting firms; pharmaceutical, biotechnology, managed care or other healthcare industries; or patient, provider or trade associations).
Experience working at or directly with CMS is preferred.
Candidates should have an advanced understanding of the federal and state regulatory processes, federal regulatory bodies that monitor and implement the health programs, healthcare policy development, and the administrative structure of funding sources for government agencies. Background



The Public Interest Network founded more than a dozen civic organizations including: U.S. PIRG, the Federation of State Public Interest Research Groups (PIRGs); Environment America and its state affiliates; Center for Public Interest Research; Environmental Action; the Student Empowerment Training Project; Toxics Action Center; Pesticide Watch; Green Century Capital Management; Green Corps; National Environmental Law Center; and Frontier Group.



The Public Interest Network evolved from collaborations among the state PIRGs, which began actively sharing ideas and combining efforts in the early 1980s. One of the earliest and most lasting results of these collaborations was the launch of our shared canvass model, and we have continued to take advantage of our shared resources and coordination to build and refine one of the nation’s most robust field operations, with grassroots and grass-tops political power in all 50 states. Position Overview: As a Campaign Director, you will be responsible for one or more of our big national campaigns. This includes coordinating with allies in the progressive community, designing the strategy and tactics, and then implementing all aspects of the campaign – from shaking hands with Senators to testing subject lines.
