Communications Director

The Communications Director will work with the Chair and the Executive
Director to develop and implement the Maine Democratic Party’s message
and outreach for 2011-2012. Duties include, but are not limited to:

1) Develop and maintain relationships with all types of media. From
bloggers to national news outlets, the Communications Director will be
expected to pitch all angles.

2) Work in coordination with elected Democrats’ communications staff
to supplement their message. Open lines of communication and
relationships with staff of members of Congress and our State House
and Senate will be necessary.

3) Develop relationships with our allied organizations to ensure
strategic coordination of message.

4) Facilitate direct media outreach by the Chair and Vice Chair,
including press releases, interviews and draft newspaper columns or
articles. Outreach to specific programs when relevant issues arise.

5) Fully integrate traditional and new media strategies for all
communications from the MDP. This position will be responsible for
maintaining and updating our social media presence, writing content
for our website and producing short web videos.

6) Monitor local and national press for relevant stories and
developments. In the 24 hour news cycle, there is little time for
delay and rapid response is necessary.

7) Organize rallies, press conferences and other media events, often
in a short time frame.

8) Be able to work flexible hours, occasional nights and weekends
required. Also a willingness to work outside of area of expertise will
be necessary.

Above all we are looking for a team player with a strong voice who can
maintain their cool under high-stress situations. A passion for

*Direct Marketing Director*

EMILY’s List, the nation’s largest financial resource for women candidates,
is in search of a Direct Marketing Director to work with the organization’s
Development team and report to the Director of Development.

Principal Responsibilities

The Direct Marketing Director will oversee all aspects of direct marketing
and membership programs. This includes supervising the direct marketing and
membership services staff and vendors, managing the budget, developing all
offline direct marketing projects as well as coordinating full integration
of offline and online fundraising efforts. It is expected that the Director
will collaborate across all departments and entities to create an exciting

*Specific Duties *

The Direct Marketing Director will be expected to:

· Thoroughly understand EMILY’s List, its mission and policies,
culture, history, vision, finances and how its constituencies and sources of
funding can be integrated to maximize fundraising efforts;

· Oversee message development, production and overall coordination of
vendors and consultants for all offline fundraising programs;

· Be responsible for projecting, monitoring, and reporting income and
expense budgets and results for all direct marketing projects. Develop
comprehensive statistics to track the efforts and support the strategic
analysis of the direct response program;

· Project overall membership numbers including renewal rates for
existing membership and recruitment numbers for prospective members. Work to
renew, recruit, and upgrade members;

· Develop cash-flow projections to meet the strategic spending needs
of the organization and monitor direct marketing cash-flow;

· Work with candidates and campaign staff to project income, cash
flow, and costs of money raised through EMILY’s List candidate direct mail;

· Oversee all operations of the telemarketing program;

· Manage direct marketing and membership services staff members;

· Manage the file cut review process; this includes working with the
marketing analyst on file cut objectives, overseeing timely production,
verification and delivery of file cuts for all direct response projects.

*The ideal candidate should have the following experience and
qualifications:*

· A Bachelor’s degree and five to seven years experience in the
political realm and/or non-profit organizations (501(c)(4) and
501(c)(3)). Experience
in a membership organization is strongly preferred;



· Strong management and communication skills both with direct reports
and outside vendors;



· Significant experience in developing and managing direct marketing
(especially direct mail) and telemarketing programs;

· Experience managing revenue and expense budgets on multiple
levels;


· Strong data analysis, evaluation, and income projection skills.

Educational and Advocacy Activities

Serve as an expert resource for public policymakers and other interested organizations on the Global Fund to Fight AIDS, Tuberculosis and Malaria and on issues identified by the President that are important for Friends of the Global Fight to pursue.
Continue to build on Friends of the Global Fight's role as a respected and objective voice on the Global Fund and on the three diseases.
Develop and manage a comprehensive, proactive policy agenda to pursue the organization’s priorities. This includes planning a yearlong series of activities designed to educate policymakers and potential allies in the global health community about the importance of strong funding for the Global Fund.
Guide and manage Policy Department staff in the implementation of key departmental goals and initiate or supervise key tasks, including drafting letters, legislative analysis, position statements, memos, speeches and other materials necessary to accurately convey Friends of the Global Fight's positions and recommendations.
Create, maintain and cultivate close working relationships with U.S. policymakers, their staff members, and other global health partners to educate them on the Global Fund and other issues of concern to Friends of the Global Fight.
Collaborate with other advocacy, health and international organizations to ensure common views are advanced as effectively as possible in broader coalitions.
Monitoring and Policy Analysis
Oversee the work of the Policy Department in monitoring and analyzing all public policy issues, including relevant international initiatives with respect to the Global Fund and HIV/AIDS, tuberculosis, malaria and global health in general. This includes monitoring legislative and policy activities in the White House, executive branch agencies, Congress, foreign governments and international agencies/multilateral organizations, including policies developed by the Board of Directors and Secretariat of the Global Fund.
Work with the President, Director of Communications and Global Fund staff to identify key questions and issues that has a unique impact on the work of the Global Fund. Make proactive recommendations to the President on strategies to deal with policy changes that will help maximize U.S. government support for the Global Fund.
Work with the Director of Communications to facilitate strong cooperation between the Policy and Communications Departments in developing strong and effective educational and advocacy messages to support the organization’s work.
Develop strong relationships with Global Fund staff, global health policymakers at the federal level and leaders in the international health community.
Provide strategic guidance to the Global Fund on U.S related policy issues.

Leadership and Reporting

Direct and oversee the work of the policy team, including developing priorities and budgets, coordinating policy activities, tracking timelines and budgets, and reporting on progress.
Proactively manage the legislative agenda, analyze public policy issues and trends, and report and recommend appropriate strategies and activities by Friends of the Global Fight that will maximize support for the Global Fund.
Provide oral and written reports to the President, staff and, if assigned, the Board of Directors on developments in public policy and the objectives and results of education and advocacy activities.
Implement standard practices to ensure that staff activities are in compliance with appropriate ethics and grant rules.
Supervise, and mentor policy staff.

Knowledge, Skills and Abilities
Detailed knowledge of the federal political system and federal government processes, with particular emphasis on the budget and appropriations.
Strong knowledge of the Global Fund and global health issues generally.
Outstanding ability to interact effectively with leaders in public policy, global health and other partners.
Highly developed research skills to conduct original source analysis of legislative initiatives and policy development, and to articulate how these interact with the Global Fund and U.S. policies, initiatives and procedures.
Superior analytical, oral, written and interpersonal communications skills.
Decisiveness and diplomacy, with a strong and demonstrated ability to manage multiple priorities and projects while working as part of a team.

Required Qualifications
Bachelor's degree is required. Advanced degree in Public Health, Public Administration or Law preferred.
At least 10 years of experience working on Capitol Hill, in the Administration or in the advocacy community.
Experience with national and/or international public interest advocacy campaigns, international affairs or demonstrated equivalent experience.
Experience working with communications experts, policymakers and public health advocates.
Experience directing a public health issue advocacy campaign and/or political campaign is a plus.
Previous experience with legislative research and tracking is desirable.
Status
Regular and full-time.
